The Minister of Defence

Juvenal MARIZAMUNDA was born on 2 December1965, in Nyamagabe District, Southern Province, Rwanda.

He joined the military in 1986 and was commissioned as Second Lieutenant in 1990. He held various command appointments from Platoon to Battalion level as well as staff responsibilities at Bn Level and Defence Headquarters. He was the Acting Head of the Department of Peace Support Operations at RDF HQs.

He was transferred to Rwanda National Police in 2014 and appointed Deputy Inspector General of Police in Charge of Administration and Personnel and promoted to the rank of Deputy Commissioner General of Police.

In April 2021, he was appointed Commissioner General of Rwanda Correctional Service, appointment he held until 5 June 2023, when he was appointed Minister of Defence.

In terms of international exposure, he commanded an Infantry Company under African Mission in Sudan –Darfur (July 2005-February 2006) and was the Chief J1 and Deputy Chief Military Personnel Officer at the Headquarters of the United Nations Mission in Sudan-Khartoum (December 2009 –March 2011).

He attended seminars, workshops and courses abroad including Anti-Narcotics in Egypt, Peacekeeping courses in Kenya and Mali.

He has done all military career courses up to the Senior Command and Staff Course, which he attended at Ghana Armed Forces Command and Staff College (2012-13).

By way of formal education, he holds a Bachelor Degree in Social and Military Sciences, a Post-graduate Diploma in Defence and Conflict Studies, a Master Degree in Governance and Leadership from Ghana Institute of Management and Public Administration and a Master Degree in International Relations and Diplomacy from Mount Kenya University.

He is married to Seraphine Nyirasafari and blessed with four children.

Brig Gen Celestin KANYAMAHANGA

Permanent Secretary of the Ministry of Defence

Brig Gen Celestin KANYAMAHANGA is the current Permanent Secretary (PS MOD) of the Ministry of Defence. 

Brig Gen Celestin KANYAMAHANGA joined the Army in 1990 and held various positions and appointments in the Rwanda Defence Force and the Ministry of Defence including the Corporate Head of Defence Acquisition (HDA) for both Land and Air Force acquisitions for thirteen (13) years, Chief J1 and Advisor to the Minister of Defence. 

Brig Gen Celestin KANYAMAHANGA served in the UN Mission as Chief of Operations and Planning at United Nations-African Union Mission in Darfur (UNAMID) from 2009 to 2010. 

Brig Gen Celestin KANYAMAHANGA holds double Master's Degree in Social & Military Sciences and a Master's Degree in Budget and Public Procurement, both obtained from Royal Military Academy in Brussels, Belgium. He holds a Bachelor of Science Degree in Industrial Agriculture Engineering/Zootechnics obtained from the National University of Burundi. 

Brig Gen Celestin KANYAMAHANGA has done military career courses up to a Higher Military Administration Course, which he attended at Royal Military Academy in Brussels, Belgium from 2007 to 2008.  

Brig Gen Celestin KANYAMAHANGA is happily married and blessed with 4 children, a son and 3 daughters.
