TVET Sub-Sector Working Group Reaffirms National Commitment to a Future-Ready Skills Ecosystem
Kigali, October 16, 2025 — The Quarter 1 TVET Sub-Sector Working Group (TSSWG) meeting convened key actors from government, industry, and development partners to strengthen collaboration and accelerate progress in Rwanda’s Technical and Vocational Education and Training (TVET) ecosystem. The session served as a strategic platform to align sector priorities with the National Strategy for Transformation (NST2) and Vision 2050.

Presiding over the meeting, the Minister of Education, Dr. Joseph Nsengimana, underscored the significance of the TSSWG as a mechanism for coordinated action and evidence-based decision making. He reaffirmed the Government of Rwanda’s commitment to elevating the TVET agenda as a cornerstone of the country’s human capital development and economic competitiveness.
Dr. Nsengimana highlighted notable strides made through TVET reforms, including the establishment of TVET Centres of Excellence, ongoing digitalization of training programs, and the strengthening of industry-led partnerships that directly connect learning pathways to labour market needs. He called for sustained cross-sector collaboration to build a responsive, inclusive, and future-ready TVET system capable of equipping youth with transformative and employable skills.
Participants reviewed progress toward NST2 TVET targets, assessed implementation updates on the Centres of Excellence project, and explored advancements in digital learning solutions. Development partners also presented new initiatives designed to enhance quality delivery, expand access, and reinforce institutional capacity across the TVET landscape.
The meeting concluded with stakeholders reaffirming their shared resolve to drive an active, innovation-focused skills ecosystem. They emphasized the need to maintain momentum, deepen collaboration, and ensure Rwanda’s workforce is empowered with the capabilities required to propel productivity, competitiveness, and sustainable economic growth.
