Rwanda launches the 13th Edition of the Governance Scorecard

Kigali, 22 October 2026: Minister of Local Government Habimana Dominique launched the 13th Edition of the Rwanda Governance Scorecard, which assesses the state of governance across key sectors and provides the evidence that guides policy and decision-making on how institutions serve citizens.

Minister Habimana noted that the findings reflect Rwanda's enduring commitment to good governance, accountability and citizen-centred development.

Governance remains stable, with Safety and Security, and Anti-corruption, Transparency and Accountability leading the way: gains built through years of deliberate institution-building and choices Rwandans have made together.

The Scorecard also points clearly to the next frontier: raising the quality of service delivery and accelerating investment in human and social development, so that every gain in governance is felt in people's daily lives.

The Minister described the Scorecard not as an end in itself, but as an accountability tool and a guide for policy reform that closes the gaps it reveals and turns policies into tangible results for citizens, especially at the local level.

He urged every institution to turn these findings into renewed commitment and concrete action, translating each recommendation into results, so that good governance delivers better services, greater opportunities and improved well-being for every Rwandan.

The RGS assesses governance performance across eight pillars: Safety and Security scored 90.15%; Anti-Corruption, Transparency and Accountability (85.80%); Rule of Law (85.47%); Participation and Inclusiveness (84.72%); Political Rights and Civil Liberties (81.56%), Economic and Corporate Governance (73.28%); Investing in Human and Social Development (68.55%) & Quality of Service Delivery (68.48%).
