RWANDA AND MOZAMBIQUE ENHANCE DEFENCE TIES THROUGH SOCIAL WELFARE EXCHANGE
A delegation from Mozambique’s Ministry of National Defence, led by Major General Samuel Luluva, Director General of Social Services, met today with Rwanda’s Minister of Defence, Hon. Juvenal Marizamunda, at the Defence Headquarters in Kimihurura, Kigali.
The meeting underscored the commitment of both nations to deepen existing defence cooperation, with a particular focus on social welfare systems for military personnel.
Maj Gen Luluva and his team wrapped up a week-long working visit centred on the exchange of expertise in military welfare management. During their stay, the delegation visited key Rwandan institutions, including Zigama Credit and Savings Society (ZIGAMA CSS), the Armed Forces Shop (AFOS), and the Military Medical Insurance (MMI) scheme.

The Mozambican officials toured several military welfare projects and engaged in discussions on best practices, particularly regarding social services and welfare support for service members and their families.

Beyond the technical engagements, the delegation also visited the Kigali Genocide Memorial and the Campaign Against Genocide Museum. At both sites, they received briefings on the pivotal role of the Rwanda Patriotic Army (RPA) in halting the 1994 Genocide against the Tutsi, as well as its enduring contribution to national stability, citizen protection, and Rwanda’s post-conflict development trajectory.
