RDF SHARES PEACEBUILDING AND REINTEGRATION SUCCESS DURING AFRICAN UNION TECHNICAL ENGAGEMENT IN KIGALI

This evening, the Defence Spokesperson Brig Gen Ronald Rwivanga, delivered a keynote address during a technical engagement involving the African Union (AU), Regional Economic Communities (RECs), Regional Mechanisms (RMs), and other stakeholders.
His address focused on the historical background, objectives, operational framework, and key achievements of the Rwanda Demobilization and Reintegration Commission.
The engagement aimed at sharing experiences and lessons in the DDR process including formulation of Policies, Strategies and Operational Programmes on Post-conflict Reconstruction, Development and Peacebuilding.
The Defence Spokesperson highlighted Rwanda’s unique approach to Demobilization and Reintegration of ex-combatants into civilian life. He emphasized the critical role that the Demobilisation and Reintegration centre plays in offering former combatants comprehensive support, including psychosocial counseling, vocational training, civic education, and community reintegration services. He underlined the Government of Rwanda’s commitment towards consolidating peace in the Great Lakes region through non-military measures, specifically Disarmament, Demobilization, and Reintegration of Armed Groups. He added that Peace can only be effective and sustainable when it works for all.
The Executive Secretary of the AU Post-Conflict Reconstruction and Development (PCRD), Ms. Libakiso Innocentia Matlho, expressed gratitude to the Government of Rwanda for hosting the workshop. She also welcomed the opportunity to engage with Rwandan authorities on the purpose and vision of the PCRD Centre, emphasizing the importance of sharing Rwanda’s experiences. She highlighted the strategic perspective Rwanda has adopted in addressing peacebuilding and disarmament, demobilization, and reintegration (DDR), which are central to the PCRD’s mission.
Ms. Matlho noted that “as Africans, there is much to learn from Rwanda’s determination and commitment to pursuing reforms, implementing policies, and making decisions that serve the public.” She particularly commended Rwanda’s inclusive approach, ensuring the involvement of women, youth, persons with disabilities, and, most importantly, children formerly associated with armed forces or groups (ex-combatants).
