RDF AND UPDF JOINT DELEGATION VISITS MUTOBO DEMOBILISATION CENTRE
A delegation from the Uganda Peoples’ Defence Forces (UPDF), together with commanders from the Rwanda Defence Force (RDF) deployed along the Uganda–Rwanda border, today visited the Mutobo Demobilisation Centre in Musanze District.
The visit aimed at providing insights into initiatives and programmes that support the reintegration of former combatants from the Democratic Forces for the Liberation of Rwanda (FDLR) and other armed groups, as well as their dependants and associated civilians from the Democratic Republic of the Congo.
The UPDF delegation is in Rwanda from 18 to 20 February 2026 to participate in the Proximity Commanders’ Meeting. The meeting brings together infantry divisions deployed along the common border to discuss security cooperation and cross-border issues of mutual interest.
Upon arrival at the centre, the delegation was received by Valerie Nyirahabineza, Chairperson of the Rwanda Demobilisation and Reintegration Commission (RDRC).
She delivered a presentation outlining the Commission’s mandate to contribute to regional peace through Disarmament, Demobilisation and Reintegration (DDR) of members of armed groups. She highlighted the Commission’s responsibilities, guiding principles and key components, including demobilisation, reinsertion, reintegration, mainstreaming and programme management.
During the visit, the delegation toured workshops and classrooms where trainees are undertaking Technical and Vocational Education and Training (TVET) in various trades, including automobile mechanics, welding, tailoring and carpentry.
They also interacted with former FDLR combatants, who shared their experiences and expressed their commitment to contributing to national development.
Major General Paul Muhanguzi, Commander of the 2nd UPDF Infantry Division, commended the Rwanda Demobilisation and Reintegration Commission for its efforts in rehabilitating former combatants and their dependants. He encouraged the trainees, noting that the delegation was pleased to see them rebuilding their lives in Rwanda and thanked them for choosing to return home.
He emphasised that nation-building is a shared responsibility and urged them to play an active role in the country’s development.
He added that the visit reflects the strong partnership and cooperation between Rwanda and Uganda, and encouraged the trainees to sensitise those still in eastern DRC to repatriate and reintegrate peacefully into society.
