PROXIMITY COMMANDERS’ MEETING BETWEEN RDF AND UPDF CONVENES IN RWANDA TO ADDRESS CROSS-BORDER MATTERS
The Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) convened the seventh Proximity Commanders’ Meeting in Musanze from 18–20 February 2026 to address cross-border security and cooperation. The three-day engagement focuses on reviewing prevailing security challenges, strengthening peacebuilding initiatives, promoting trade and cross-border activities, and highlighting industrial and tourism potential in Rwanda’s Northern Province.
The meeting brings together commanders from RDF Infantry Divisions operating along the Rwanda–Uganda border, led by Major General Ruki Karusisi of the 5th Division and Brigadier General Deo Rusanganwa of the 2nd Division. They are joined by counterparts from the UPDF 2nd Infantry Division under Major General Paul Muhanguzi. Senior civil and security officials from both countries are also participating, including Northern Province Governor Maurice Mugabowagahunde and representatives from local government and police.
Discussions centered on evaluating the implementation of recommendations from previous meetings, particularly efforts to curb illegal cross-border activities and respond to emerging security threats. Both delegations reviewed progress in information sharing, joint verification mechanisms, and coordinated responses aimed at ensuring stability along the common border.
Upon arrival, the visiting delegation paid a courtesy call to provincial leaders and received a briefing on development initiatives linked to the proximity framework. Governor Mugabowagahunde commended the collaboration between the two forces in addressing illegal trade, drug trafficking, and human trafficking, while emphasizing the Northern Province’s economic prospects. He noted that industrial growth contributes significantly to Rwanda’s GDP and highlighted the importance of tourism, especially attractions such as Volcanoes National Park.
Military leaders from both sides underscored the strategic value of the forum. Brigadier General Rusanganwa described it as a vital confidence-building platform that enhances communication, coordination, and timely resolution of border incidents. Major General Muhanguzi echoed these sentiments, stressing that disciplined engagement and clear command intent are essential for maintaining peaceful coexistence and advancing regional development.
Beyond formal discussions, the delegation toured key economic sites in Musanze, including the Musanze Industrial Park, Gorilla Textile Ltd, and CIMERWA Musanze Factory. They are also scheduled to visit the Mutobo Demobilisation and Reintegration Centre.
The proximity commanders' meeting between RDF and UPDF reflects the broader commitment of both forces to security, stability, and community development along the Rwanda–Uganda border.
