MINEDUC through HEC Launches Nationwide Outreach, Urges Universities to Align with National Priorities
The Ministry of Education through Higher Education Council, launches a nationwide outreach program to higher learning institutions (HLIs), aimed at strengthening the quality, relevance, and global competitiveness of higher education in Rwanda.
The initiative, launched today by the Minister of Education, Joseph Nsengimana, marks a significant step in aligning universities and colleges with Rwanda’s ambition to become a knowledge-based economy.
Speaking at the launch of Phase One of the outreach, Minister Nsengimana emphasized the long-term vision behind the initiative.
“We are not only building institutions that serve today’s needs. We are building a system that can position Rwanda as a regional hub for quality higher education, research, and innovation. This means institutions that attract talent, produce skilled graduates, generate knowledge, and contribute directly to national and regional development. Achieving this will require alignment, clarity, and continuous improvement across the entire system. This outreach is therefore timely and necessary”.
The outreach program is designed to create a collaborative platform between the regulator and higher learning institutions, moving away from a top-down regulatory approach toward constructive engagement. Through nationwide visits, HEC and Ministry officials will engage directly with university leadership, academic staff, administrators, and students.
A key focus of the outreach is the implementation of the Higher Education Sector Strategic Plan (HESSP) 2025–2030. The plan outlines strategic priorities, performance indicators, and expectations for institutions to enhance teaching, learning, research, and governance.
“This outreach is about ensuring a shared understanding of the Higher Education Sector Strategic Plan 2025–2030, which sets a clear direction for the sector. It focuses on strengthening the relevance of academic programmes to labour market needs, reinforcing quality assurance systems, and advancing research and innovation. “Minister Nsengimana added.
During the visits, teams will assess institutional infrastructure, hold open discussions with stakeholders, conduct closed sessions with management teams, and engage students to gather feedback on academic life and overall experience.
The initiative is also expected to provide valuable insights from institutions, enabling HEC to design responsive policies and regulatory frameworks based on real sector needs rather than top-down assumptions.
Among the anticipated outcomes are improved understanding of national education policies, enhanced quality assurance practices, clearer implementation of the five-year strategic plan, and strengthened collaboration across institutions.
At the end of the outreach, each institution will receive a detailed report outlining key findings and mutually agreed actionable recommendations to support continuous improvement.
The HEC outreach represents a critical milestone in Rwanda’s ongoing higher education reforms, reinforcing the country’s commitment to building a dynamic, responsive, and globally competitive education system.
