Handover Ceremony of newly appointed MOD permanent secretary
Kigali, 22 February 2023
Today, the newly appointed MOD Permanent Secretary, Col Célestin Kanyamahanga assumes office, he takes over from Maj Gen Emmanuel Bayingana. The handover process was presided over by Hon. Minister of Defence, Maj Gen Albert Murasira at the MOD HQs.
