DEPUTY DEFENCE SPOKESPERSON SHARES RDF STRATEGIC PERSPECTIVES ON BUILDING PUBLIC TRUST AT RSSB LEADERSHIP RETREAT
Today, the Deputy Defence Spokesperson, Lt Col Simon Kabera, joined the Minister of Health, Hon. Dr Sabin Nsanzimana, and the Minister of ICT and Innovation, Hon. Paula Ingabire, in panel discussion at the Rwanda Social Security Board (RSSB) Senior Management Leadership Retreat held at Kigali Golf Resort and Villas, Nyarutarama. The session focused on the RSSB strategic priorities and its ambition to become a truly member-centric and citizen-centred institution.

During his presentation, Lt Col Simon Kabera highlighted the key strategies that have enabled the Rwanda Defence Force (RDF) to become one of Rwanda’s most trusted institutions. He noted that the RDF has maintained high levels of public confidence through years of consistent service, professionalism, discipline, integrity, and accountability. He explained that this trust is reinforced by clearly defined responsibilities, measurable objectives, and continuous performance evaluation.
Lt Col Kabera further emphasized that core values such as patriotism, discipline, teamwork, professionalism, and integrity are central to the RDF’s daily operations and decision-making processes. He underscored the importance of embedding these values across all levels of an institution to achieve sustainable success and public trust.

He also encouraged the RSSB senior management team to draw lessons from the leadership and vision of the President of the Republic and Commander-in-Chief, H.E. Paul Kagame. He stressed the importance of leading by example, fostering accountability, demonstrating discipline and ownership, nurturing patriotism, and strengthening teamwork to successfully achieve institutional goals.
The RSSB senior leadership team is attending a two-day retreat to reflect on the institution’s strategic priorities and its ambition to become a truly member-centric and citizen-centred organization.
